AI Meets Infrastructure: Unlocking Data Access for the AEC+P Community with REINS®
REINS® is an infrastructure Q&A business tool aiming to connect stakeholders with experts by creating a searchable knowledge base. It serves as a comprehensive resource for best practices, research, and infrastructure-related knowledge, covering essential physical structures and facilities. REINS® partnered with Bounteous to modernize and transform its regulatory infrastructure platform to better serve the AEC+P (Architecture, Engineering, Construction + Planning) community by integrating generative AI and user-centered design.
Starting with a pilot in Florida, the team conducted data and tech audits, stakeholder interviews, and market analysis to define a product vision and roadmap. A clickable prototype and a GPT-powered proof of concept were delivered, enabling users to ask natural language questions and receive instant, summarized answers from complex regulatory content.
The result was a more accessible, conversational, and scalable platform that improved user engagement, reduced time spent on information retrieval, and positioned REINS® for future AI-driven growth with a 1-year transformation strategy roadmap and investment appeal.

Business Issue
Accessing infrastructure regulations is a fragmented, manual, and expensive process—often requiring legal or consulting support. This created barriers for individuals building homes and companies managing infrastructure projects. While REINS® provided an innovative foundation, the platform lacked the functionality and intelligence to fully realize its potential.
Prior to partnering with Bounteous, infrastructure professionals struggled to access credible, localized regulatory data, often buried in dense PDFs or scattered across legal documents and government websites. This complexity created significant barriers for both B2B users—such as infrastructure firms—and B2C users like individual builders or students. Instead of streamlined access, users were forced to rely on manual research, legal consultations, or forum-based discussions, resulting in time loss, added costs, and inconsistent information.
Solution
To reimagine and improve the REINS® platform, the team participated in a focused four-week Co-Innovation sprint with Bounteous that combined strategic planning, user experience design, and AI integration.
Our team first began the engagement with a comprehensive discovery process, including data and technology audits, stakeholder and user interviews, competitor benchmarking, and technical assessments to understand the current-state challenges. From there, a clear product vision and MVP roadmap were developed, prioritizing the use cases that best aligned with stakeholder goals.
The team delivered a clickable prototype and functional 1-year transformation roadmap. A key innovation was the implementation of a GPT-powered proof of concept, enabling users to interact with platform content through natural language and automatically summarize regulations, articles, and user posts.
Additionally, an interactive data hub was designed with GIS visualizations and AI-driven Q&A capabilities to support easy information retrieval. To ensure scalability and long-term viability, the team also explored integrations with technologies like AWS, LangChain, and Python to support deployment and growth opportunities.

The REINS® platform improvements led to measurable outcomes that advanced both business and user goals.
On the business side, the integration of GPT enabled the rapid processing and summarization of complex infrastructure content, streamlining the creation of newsletters, white papers, and other knowledge assets while laying a scalable foundation for future AI capabilities. Plus, with the curated product roadmap and functional architecture this had the added benefit of positioning REINS® to attract investor interest and support long-term growth.
